Rules and Regulations of 11th Amateur and Independent Cinema Festival KAN 2010 [XI Festiwal Kina Amatorskiego i Niezależnego KAN 2010] General provisions § 1. 1. Festival of Amateur and Independent Cinematography KAN [Festiwal Kina Amatorskiego i Niezależnego KAN], hereinafter referred to as the Festival is of international character and is a competition review of the amateur and independent cinematography, both feature and documentary. 2. The Final of 11th Festival of Amateur and Independent Cinematography KAN shall take place on 21nd-25th April 2010 in Wrocław. 1. The body organising the Festival is Polish Students’ Association Council in Wrocław, whose members operate on a non-profit basis. 2. The organising body may cooperate with other entities, which intend to contribute to preparation or execution of the programme of the 11th Festival KAN. 3. Management of the Festival invites interested persons and institutions to organise meetings and seminars in the framework of the Festival, as well as trade and promotional stands, shows, exhibitions and other events which serve development of film art and culture. 1. Objective of the Festival is to popularise amateur and independent film art in Poland and abroad, as well as rewarding the best films and their creators. 2. Programme of the festival consists of: - Polish Film Competition, - Foreign Film Competition, - special shows, - extra-competition shows, - press conferences, - workshops, - accompanying events. 1. In the competition part of the Festival films created in order to obtain profit by persons other than authors cannot participate. 2. Films created by jurors, Programme Council of Polish Film Competition, Programme Council of Foreign Film Competition and persons taking part in organising or financially supporting the Festival cannot take part in the competitions. The technique with which the movie was created cannot cause its disqualification from the competition part of the Festival. 1. Film submissions to Polish Film Competition and Foreign Film Competition should be made personally or by post by 31st January 2010 (date of sending prevails) in the premises of Organiser at 34 Kościuszki St. “Pałacyk”, 50-012 Wrocław. The films submitted after the date shall not be approved for participation in the competition part of the Festival, unless the Organiser, with regard to particular circumstances decides otherwise. 2. The films are accepted on digital drives in DVD format, encoded in PAL standard. Every film has to be recorded on a separate disc and should launch immediately after inserting the disc into the player (e.g. dvd player, computer), skipping the introduction menu. English subtitles have to be turned on by default. 3. One author may submit any given number of films, provided that each of them is on a separate drive. 4. Submitting works to the Competitions in KAN 2010 one should fill in a proper submission sheet, which may be found on Organiser’s website www.kan.art.pl, and then print, sign and deliver it with a copy of the film in a manner specified in point 1. 5. The person submitting the film to the Competition declares that he is a holder of proprietary copyright to submitted films and that this submission does not violate property rights of other parties or personal copyright of the Authors of the film. The Organiser shall not be held liable for possible violations of right resulting from unauthorised submission of a film to Competition. 6. Organiser reserves the right to exclude from the Competition films of low technical quality, as well as films violating the law or decency and human dignity. 7. Passing a copy of a film with submission sheet to the Organiser is equivocal to submission of a film to the competition part of the Festival and acknowledgement of provisions hereof. 8. DVD drive with a film copy, submitted to Competition becomes a property of the Organiser and is not a subject to return. A submitting person cannot claim any remuneration for leaving the DVD carrier in Organiser’s archive. Each film should be provided with English subtitles, unless the Organiser with regard to exceptional circumstances decides otherwise. 1. A submitting person accepts the showing of submitted film during the Festival Final and other events included in the programme of KAN Festival. 2. A submitting person consents to using fragments of their film (of maximum length 60 seconds) in television programmes, relating or promoting KAN Festival. 3. If the movie has not been yet released to the public, its submission to the Festival is equivocal with expressing author’s consent to its first release to the audience. 1. Qualification of films to competitions shall be made by Programme Council of KAN 2010, which consists of representatives of the Organiser and invited guests, representing film industry. 2. Decisions of the Programme Council of KAN 2010 are final and irrevocable. Authors of all films submitted to Festival competitions shall be immediately notified about results of works of the Programme Council of KAN 2010 via Festival website and e-mail. Polish Film Competition KAN 2010 1. In Polish Film Competitions the films participate, in which at least one author has Polish citizenship, they were made in the territory of Republic of Poland or have Polish dialogues. 1. Polish Film Competition of KAN 2010 consists of two stages. 2. At the first stage the submitted films which meet formal requirements shall be subject to selection by Programme Council of KAN 2009, and those which are accepted shall be qualified to the next stage. 3. At the second stage the films shall be presented to the audience during the Festival Finals and subject to assessment of professional Jury appointed by the Organiser. Condition of participation in the second stage of competition, after qualification according to the above mentioned principles, is signing, between the Organiser and a person disposing property copyright an agreement of free of charge using the film in the Festival (audience presentation within the Festival, presenting fragments in the media for promotion purposes, making translations, making copies for own use of the Organiser etc.) without possibility of obtaining any financial profit by Organiser, which fulfils provisions of copyright protection established by Copyright and Neighbouring Rights Protection Act from 4th February 1994 (Journal of Laws 1994 No. 24 item 83 with subsequent amendments). 1. Films shall be assessed in two categories: - documentary, - feature film, - animated film. 2. Organiser reserves the right to create additional categories in which films will be assessed. 1. Regulation awards are granted by the Jury mentioned in § 12 point 3. 2. The following regulation awards are established: - Gold KANewka in feature film category, - Silver KANewka in feature film category, - Bronze KANewka in feature film category, - Gold KANewka in documentary category, - Silver KANewka in documentary category, - Bronze KANewka w in documentary category, - Gold KANewka in animated film category, - Silver KANewka in animated film category, - Bronze KANewka in animated film category, - Jury’s Special KANewka. 3. The winners of the above mentioned regulation awards shall also receive financial awards or awards in kind. 4. Moreover, Jury disposes of a certain established pool of commendations. Within Polish Film Competition also Audience KANewka and Journalists’ KANewka shall be awarded. Winners of these awards shall be selected by audience and accredited journalists’ votes. Organiser provides for the possibility of awarding additional awards funded by institutions and private entities, established with prior consent. Jury’s decision and results of the vote of Audience and Journalists are final and irrevocable. 1. The Organiser provides accommodation in Wrocław in the period from 21nd to 25th April 2010 and free entrance to Festival and accompanying events for maximum two persons representing the film qualified to Polish Film Competition. 2. Possibility to use accommodation mentioned in point 1 shall be granted after delivering to the Organiser’s premises (in person or by post) of a proper accreditation (to be found on the website www.kan.art.pl) by 9th April 2010 at the latest. 3. Organiser does not refund costs of travel and boarding to the persons representing a film. Foreign Film Competition Foreign film is every film which does not meet the requirements mentioned in paragraph 11 of these Regulations. 1. Foreign Film Competition is not divided into film categories. 2. Films in any given category may be submitted to Foreign Film Competition, in formats specified in paragraph 6 point 2, whose running time does not exceed 30 minutes. 1. Foreign Film Competition of KAN 2010 consists of two stages. 2. At the first stage the submitted films which meet formal requirements shall be subject to selection by Programme Council of KAN 2010, and those which are accepted shall be qualified to the next stage. 3. At the second stage the films shall be presented to the audience within Foreign Film Competition of KAN 2010 and subjected to its assessment in confidential vote based on filling in a questionnaire. 4. Decision of Programme Council KAN 2010 and results of the vote of Audience are final and irrevocable. 1. The Winner of Foreign Film Competition is the author of the film which was most voted by the audience. 2. The Winner of Foreign Film Competition shall receive an award for the best foreign film - KANewka Best Foreign Film. By submitting a film to Foreign Film Competition an owner of property copyright grants the Organiser a indefinite licence for free of charge use of the film in terms of its multiplication for Organiser’s own needs, showing it in cinemas and other public places within the scope or in relation to Festival KAN in the territory of Republic of Poland and outside, presenting it in the media in terms of promotion of the Festival, as well as consent to dialogue translation to any given language in the form of subtitles. Relations between Organiser and authors and persons disposing property copyright to the films submitted to Foreign Film Competition are subject to Polish law. Final provisions A submitting person declares that they shall not claim any rights to remuneration for film showings of the submitted film during the Festival Finals and other events included in the programme of KAN Festival and using fragments of film by the Organiser for promotional purposes. Submission of a film to Competitions is equivocal to acceptance of these Rules and Regulations. Organiser may refuse to accept a film for Competition or withdraw it from the Competition if any circumstances should be disclosed which are in breach of these Rules and Regulations. In the matters not provided for in these Rules and regulations, the Festival Organiser’s decision shall prevail. |
